Barraclough and Crampton 1981 also say:
"The Air Force Ensign follows the same pattern as that of Britain, with
the National Flag in the canton, and the target, coloured inwards black,
white, red, green, in the fly." Source: [bcr81],
page 151. I wonder whether this is just an omission of the second white
fimbriation or whether such a target actually existed.

National colours in vertical pattern. Album as well as Dov on FOTW show
the stripes "dexter-to-sinister" green-red-black with white fimbriations.
However, [cos98] clearly showes that the
black should come first, towards the plane front. (Of course, nither Armand
nor Dov said anything about where they assume the plane is going, so maybe
they are not that wrong :-)
